We will become a true democracy only when every voter has someone representing their specific interests and needs in Congress. One major step toward true representation would be to revamp how seats in the House of Representatives are determined. For example, seats could be allocated in proportion to the numbers of registered voters who are independents and/or members of a political party. If 20 percent of the registered voters are members of the Green Party, then 20 percent of the seats could be allocated to that political party. Each party would be responsible for creating districts that include a roughly equal number of party members. The districts would be independent of State boundaries. Similarly, a special commission to be established to determine the boundaries for districts containing a roughly equal number of independent voters. The ability for vested interests to influence legislative processes would be greatly reduced because candidates would no need to raise such extensive campaign funds when they only have to compete against members of their same party.
